Law 5100/2024 replaced that with a three-tier geographic system. The headline figure most buyers now hear — €800,000 — is only the ceiling. Most of the country still qualifies at half that price.

A buyer who falls in love with a property first and checks Golden Visa eligibility second risks a nasty surprise. The threshold doubles the moment they cross into Attica or Mykonos.

Residency mechanics

What the residency actually gives you

A qualifying purchase supports a 5-year residence permit, renewable indefinitely — but only as long as the investment is maintained. It also extends to the buyer's spouse and dependent children. Specifically, under Law 5275/2026, the 5-year period runs from the date the residence card is actually issued. Not from the application date. That matters if processing takes several months.

There's no minimum stay requirement to keep the permit active — this sets Greece apart from several comparable programmes. That said, two restrictions are easy to miss.

The application timeline, step by step

  • Complete the qualifying purchase — you must fully register the property at the Hellenic Cadastre before submitting the residence application.
  • Assemble the application file — title deed, proof of funds, health insurance, clean criminal record certificate, and passport-valid documentation for the investor and any family members included.
  • Submit to the Aliens & Immigration Division — you lodge the application with the Hellenic Police, who administer the residence permit process.
  • Biometrics appointment — the investor and included family members attend in person to provide biometric data.
  • Review and approval — processing time varies by region and caseload; buyers should expect this stage to take several months rather than weeks.
  • Card issuance — the 5-year permit period begins from this date under Law 5275/2026, not from the application date.
Where buyers go wrong

Common zone-verification mistakes

In most cases, Golden Visa problems trace back to the same handful of avoidable errors, usually made before a lawyer is ever involved.

  • Trusting a listing's stated threshold — agents and portals sometimes list outdated or incorrect zone classifications; verify independently.
  • Assuming island population is static — always check population classification against current census data, not older figures a buyer may recall.
  • Overlooking the 120 sqm rule on a great-value unit — a well-priced apartment under the size threshold simply won't qualify at the €400K or €800K tiers.
  • Planning short-term rental income into the model — Golden Visa property cannot be let short-term, which changes the return case entirely if income was part of the plan.

A buyer shortlists two apartments: a 130 sqm unit in Nafplio (Peloponnese) at €420,000, and a 130 sqm unit in central Athens at €420,000. Same price, same size, same investor budget.

Outcome

The Nafplio unit qualifies — it sits in the €400,000 zone. The Athens unit does not — Attica requires €800,000. Identical properties on paper, opposite Golden Visa outcomes, purely because of location.

This is exactly why zone verification has to happen before a buyer falls in love with a specific unit, not after. The price tag alone tells you nothing about eligibility.
This guide is based on Law 5100/2024 (Hellenic Parliament), which restructured the Golden Visa into the current three-zone system effective 31 August 2024; Circular No. 1/2026 (Ministry of Migration and Asylum); and Law 5275/2026, which confirmed the 5-year permit runs from card issuance date. In addition, the Hellenic Police, Aliens & Immigration Division processes permit applications. Does a €450,000 apartment in Athens qualify for the Greece Golden Visa?

No. Athens falls within Attica, which sits in the €800,000 zone under Law 5100/2024. However, a €450,000 property would qualify in most other regions of Greece. It would not qualify in Attica, Thessaloniki, Mykonos, Santorini, or islands with a population above 3,100.

What counts as a listed heritage building for the €250,000 Golden Visa route?

The €250,000 route requires either a full restoration of an officially listed heritage property or a commercial-to-residential conversion. Generally, the work needs to finish before the application goes in. So confirm the property's specific heritage designation with legal counsel first.

Does the Greece Golden Visa cover my spouse and children as well?
